Preamble:
This Act establishes a framework for free education in exchange for public service, addressing critical workforce shortages in housing, healthcare, and public services while building a skilled, debt-free workforce. By linking education to community service, this Act ensures long-term benefits for both individuals and the nation.
Free TAFE for Tradespeople
Eligibility:Tuition-free access to TAFE for Australian citizens and permanent residents aged 16–30 pursuing trades in construction, plumbing, electrical, and other high-demand fields.Special priority given to underrepresented groups, including women in trades, Indigenous Australians, and individuals from low-income backgrounds.
Commitment Requirements:Participants must commit to 5 years of work on public housing projects, infrastructure development, or related government-backed initiatives.
Post-Graduation Support:Graduates will receive a $10,000 grant to cover the cost of tools, equipment, or starting a small business in their field.Additional career placement services will be provided to ensure smooth transitions into long-term employment.
Free University for Public Service
Eligibility:Full tuition coverage for degrees in fields critical to public service, including but not limited to:Healthcare (nursing, medicine, paramedics).Education (teaching, school counseling).Emergency services (policing, fire and rescue).Public planning and infrastructure development.
Commitment Requirements:Participants must commit to 10 years of public service in their chosen field.After 5 years, participants are eligible for complete debt forgiveness on any educational loans related to their degree.
Rural and Regional Incentives:Participants serving in rural or regional areas will receive:Subsidized housing to reduce living costs.Relocation grants of up to $5,000 to assist with moving expenses.
Career Mentorship:All participants will be paired with experienced professionals for ongoing career mentorship during their service term.
Accountability Mechanisms
Service Compliance:Participants who fail to complete their service commitments must repay tuition costs proportionate to the time unfulfilled.Exceptions may apply in cases of medical incapacity or extenuating circumstances.
Performance Monitoring:Regular evaluations will be conducted to ensure participants meet service expectations and receive adequate support.
