An Act to immediately eliminate slot machines, phase out tobacco and nicotine products, and regulate the gambling industries to ensure public health, fairness, and accountability.
Part 1: Preliminary
Short TitleThis Act may be cited as the Harm Reduction and Future Generations Protection Act 2025.
CommencementThis Act commences on January 1 of the following year that this act passes into law with specific provisions phasing in or taking immediate effect as outlined. Definitions In this Act:Tobacco and Nicotine Products: Includes cigarettes, cigars, vapes, e-cigarettes, nicotine patches, gums, and any product containing tobacco or nicotine.Slot Machines: Any electronic gaming device designed for gambling, including poker machines.Wider Gambling Industries: Includes online gambling, sports betting, casinos, and all other forms of gambling not covered by the slot machine provisions.Non-Compliant Companies: Companies that continue to produce, market, or profit from harmful products without making efforts to transition by mandated deadlines.

Part 2: Immediate Slot Machine Prohibition
Immediate Prohibition of Slot Machines(1) Effective January 1, 2025, all slot machines are:a. Prohibited from operation in public or private venues;b. Mandated to be decommissioned and rendered inoperable under government oversight;c. Subject to seizure and destruction if found operational or hidden after the effective date.
Government Enforcement Measures(1) Inspection and Oversight:a. Authorized Enforcement Officers shall visit all premises known to operate slot machines to ensure their immediate decommissioning.b. Officers are empowered to inspect all areas of the premises, including back rooms, storage facilities, and private sections, to ensure full compliance.
Seizure and Scrap Disposal:a. Decommissioned slot machines will be collected for scrap and dismantled under government supervision.b. Non-compliance will result in:i. Fines of up to $5,000,000 for corporations;ii. Permanent suspension of business licenses.

Part 3: Tobacco and Nicotine Elimination
Immediate Age Ban Increase(1) Effective January 1, 2025, the legal age to purchase, possess, or use tobacco and nicotine products is raised to 25 years.(2) Starting January 1, 2026, the legal age will increase by one year annually until it reaches:a. Age 100 by January 1, 2100.
Mandatory Transition Plans(1) By January 1, 2030, all companies in the tobacco and nicotine industries must submit government-reviewed transition plans outlining:a. A timeline for phasing out harmful products;b. Investments in alternative industries.
Funeral Cost Liability for Non-Compliant Companies(1) Effective January 1, 2050, families of individuals who die due to smoking-related illnesses may sue non-compliant companies for funeral expenses, up to $15,000.(2) Compliant companies will be granted immunity from such lawsuits.
90% Tax Rate on Harmful Products(1) Starting January 1, 2085, all tobacco and nicotine products will be subject to a 90% tax rate, or January 1, 2040, if the Accelerated Timeline Clause is triggered.
Inheritance Tax for Non-Compliant Industries(1) Effective January 1, 2100 (or 2050 if accelerated), a 100% inheritance tax will apply to all assets, profits, and wealth tied to non-compliant companies.
Final Police Enforcement Powers(1) On January 1, 2100 (or 2050 if accelerated), all police authorities will be empowered to:a. Close down any business or facility that continues to produce, market, or sell tobacco or nicotine products.b. Seize all assets and properties tied to non-compliant companies, including manufacturing facilities, distribution centers, retail outlets, and corporate offices.

Part 5: Accelerated Enforcement Clause
Accelerated Timeline Clause(1) The government reserves the right to accelerate all timelines outlined in this Act under the following conditions:a. After a formal review in 2030 of transition plans submitted by companies.b. If the review determines widespread non-compliance or coordinated industry efforts to delay or undermine the Act.c. Parliamentary approval with a two-thirds majority is obtained.
Accelerated ProvisionsIf enacted:a. The absolute ban on tobacco and nicotine products will be moved to 2050.b. The 90% tax rate on tobacco and nicotine products will take effect on January 1, 2040.c. All enforcement powers, including asset seizure and company shutdowns, will begin in 2050.
